Project financial and spend management: budgets, purchase orders and invoices in one view

How to manage project and program money without a separate finance system: allocating budget, committing it through purchase orders, tracking invoices and payments, and how project tools compare.

Key takeaway

The money question on a project is not what did we spend, it is what have we already committed. Track budget, purchase orders, invoices and payments together, and block commitments that exceed the budget before they happen.

Most project budgets are managed in a spreadsheet that one person updates when they remember. The finance system knows what was paid. The project manager knows what was ordered. Nobody has both in the same place, so overspend is discovered when the invoice arrives, which is far too late to do anything about it.

Four numbers every project manager should know

  • Budget allocated: how much of the program's budget this project may use.
  • Committed: the total of purchase orders already issued. This money is gone even if nothing has been invoiced yet.
  • Invoiced: what suppliers have billed against those purchase orders.
  • Paid: what has actually left the bank, and which invoices are unpaid past their payment terms.

Remaining budget is the allocation minus what is committed, not minus what is paid. Tracking only paid invoices makes a project look healthy right up to the moment it is overspent.

How ClearPMO handles project and program financials

Financials are part of Program Management. The program manager sets the program budget and its currency, and allocates amounts to each linked project. Budget not pushed to a project stays at program level.

Purchase orders are raised against a project's allocation, or at program level. Saving a PO commits its full amount immediately, and a PO that would take a project over its allocation is blocked. Invoices are recorded against each PO with a payment term; unpaid invoices past their due date are flagged. POs and invoices can be edited until an invoice is marked paid, and marking it paid is final.

The project manager can manage the purchase orders of their own project, and the project Overview and program Dashboard show a Financial status card with budget, committed, invoiced, paid and remaining. Financial data is visible only to the project's PM and the program's PgM.

How tools compare on budget and spend

Budgeting is where project tools differ most. Several vendors point to templates or custom number fields, one sells budgeting as an add-on, and none of the other six tools listed purchase order and invoice tracking as a native feature on their own pages:

Checked on each vendor's pricing page and help centre on 30 September 2026. "No native feature found" means we could not find it on the vendor's own pages, not that no workaround or app exists. "Template" means the vendor offers a ready-made layout built on its standard fields rather than a dedicated feature. monday.com offers Quotes and Invoices in its separate CRM product. Asana's Timesheets and Budgets add-on was listed at USD 5.99 per user per month, billed annually, on Starter and above.

When you need more than ClearPMO

ClearPMO does not do time tracking, labour cost rates or accounting. If your project cost is mainly people's time billed to clients, a tool with timesheets and rates, or your ERP's project module, is the better fit. ClearPMO is for projects where the money is mainly external spend through suppliers and the PM needs to control commitments.

A simple monthly routine

  • Enter every PO the day it is issued, not when the invoice arrives.
  • Record invoices as they come in, with the supplier's payment term.
  • Mark invoices paid once finance confirms payment.
  • Review the Financial status card in the monthly steering meeting: remaining budget, anything over committed, and unpaid invoices past due.

Frequently asked questions

Which plan includes Financials?

Program Management, billed per program. Projects linked to the program show their own financial status to their PM.

Can a project manager see other projects' budgets?

No. A PM sees and manages their own project's financials; the PgM sees the whole program.

Can I change an invoice after it is paid?

No. Marking an invoice paid locks it, so paid figures cannot change afterwards.
